Can an officer change your violation and resubmit it more than once?

I was pulled over for swerving due to greasy stuff from work on my hands. There happen to be an officer in the lane next to me. She wrote me a ticket for unsafe lane change, didn't submit ticket for a month. Then she submitted and mailed me one for the month before date and changed it to improper lane change. I attempted to see majistrate and they looked over my letter and changed it again to improper lane use. Is this even legal and should I talk to an attorney.
