Should the EU kick-out failing states?

The South of Europe is the better part of Europe. Think Italy, Greece, Spain perhaps the French Riviera. North Europe is the boring part. European culture was born and thrives in Southern Europe. The North on the other hand can only provide tourists and bad loans.
