The erosion of social values, can it lead to chaos?

As with everyting in life there are Yes/No and BUT. This clearly relates to mobility scooters. While you cannot suggest that thye you be driving in the road they should be limited to walking pace since I have seen the chaos of an irresponsible user at the wheel. When such an incident occurs the social cohesion disappears since the respect seems to 'demanded' but not returned. All equality flies out the window and other users are left to suffer.
